Whichever use you choose for your cellar or basement it is likely that it will need to be made dry enough for habitation. Most existing cellars were built in Victorian times and were often not intended to be lived in, so adequate waterproofing was rarely included. For new-build projects, basements are covered by Part C of the UK Building Regulations which requires that provisions are made to prevent dampness from entering into buildings.
